The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Grant means any direct cash subsidy or other direct contribution of money from the state or any local government in the state which is not required to be repaid. The term "grant" does not include:

(1) Any indirect benefit conferred upon the golf course enterprise from the state or any local government in the state;

(2) Any revenues resulting from rates, fees, assessments, or other charges imposed by the golf course enterprise for the provision of goods or services by such enterprise; or

(3) Any federal funds, regardless of whether such federal funds pass through the state or any local government in the state prior to receipt by the golf course enterprise.

Golf activity includes but is not limited to the acquisition, construction, reconstruction, improvement, betterment, extension, operation, and maintenance of golf facilities, the furnishing of golf services, and the sale or lease of goods or the furnishing of services attendant thereto, all in accordance with applicable provisions of state law, the City Charter, and the City Code.

Golf enterprise means the golf activity business owned by the City, which business receives under ten percent of its annual revenues in grants from all state and local governments combined and which is authorized to issue its own revenue bonds pursuant to this Code or other applicable law.

Golf facilities means any one or more of the various properties or facilities necessary or attendant to playing the sport of golf, including but not limited to golf courses, driving ranges, practice facilities, clubhouses, pro shops, restaurants, snack bars, storage sheds and maintenance facilities, as well as any equipment or device necessary to the operation and maintenance of such properties or facilities.
