In the construction of this Code and of all ordinances, the following rules shall be observed, unless the context clearly indicates otherwise:

Accountable mail. The term "accountable mail", when used in this Code, shall be construed to mean correspondence sent through a trackable, individually identifiable means facilitated by a recognized mail or courier service provider.

Adopting authority. Whenever the term "adopting authority" is used in this Code as to rules and regulations, it shall mean any officer, employee, agent or agency of the City, including boards or commissions or members thereof, authorized by ordinance to make rules and regulations.

Charter. The term "Charter" shall mean the home rule Charter of the City as adopted by the electors on June 27, 1961, and any amendments thereto, a copy of which is printed in part I of this volume.

City. The term "the city" or "this city," when used in this Code, shall be construed as if the words "of Aurora" follow and shall extend to and include its several officers, agents and employees.

City Council. The term "city council" or "council," when used in this Code, shall be construed to mean the city council of the City of Aurora, Colorado.

Code. Whenever the term "Code," with a capital letter "C," is used in this Code, it shall refer to this official City Code which may be cited as the "City Code" as stated in section 1-1.

Computation of time. Whenever a notice is required to be given or an act to be done a certain length of time before any proceedings shall be had, the day on which such notice is given or such act is done shall not be counted in computing the time, but the day on which such proceeding is to be had shall be counted. If the last day of any period is a Saturday, Sunday or legal holiday, the period is extended to include the next day which is not a Saturday, Sunday or legal holiday, unless a specific Code provision calls for a different computation of time. If a number of months is to be computed by counting the months from a particular day, the period ends on the same numerical day in the concluding month as the day of the month from which the computation is begun, unless there are not that many days in the concluding month, in which case the period ends on the last day of that month.

C.R.S. The initials "C.R.S.," when used in this Code, shall mean the 1973 Colorado Revised Statutes, as amended.

Gender. A word importing the masculine gender only shall extend and be applied to females and to firms, partnerships and corporations, as well as to males.

Mayor. The term "mayor," when used in this Code, shall be construed to mean the duly elected chairperson of the city council or the duly elected vice-chairperson of the council, acting in the absence of the mayor in the capacity of mayor pro tem.

Number. A term importing the singular number only may extend and be applied to several persons and things, as well as to one person and thing.

Oath. The term "oath" shall be construed to include an affirmation in all cases in which, by law, an affirmation may be substituted for an oath, and in such cases the terms "swear" and "sworn" shall be equivalent to the terms "affirm" and "affirmed."

Or/and. The term "or" may be read "and," and the term "and" may be read "or," if the sense requires it.

Ordinance. Whenever the term "ordinance" is used in this Code, it shall mean any ordinance adopted by the city council and shall include any code or compilation of ordinances or any part thereof adopted under the authority of the council.

Person. The term "person" shall extend and be applied to associations, clubs, societies, firms, partnerships, copartnerships and bodies politic and corporate, as well as to individuals, including the officers of such associations, corporations, etc.

Personal property. The term "personal property" includes every type of property except real property.

Rules and regulations. Whenever the term "rules and regulations" is used in this Code, it shall mean the whole or any part of rules and regulations adopted pursuant to the authority of a statute or ordinance governing the conduct of the public, including modifications, or amendments thereto, and the personnel policies and procedures manual of the City, but shall not include executive orders or matters relating exclusively to intra- and inter-departmental management and procedure. Section 2-3 sets out the procedures for promulgation of city rules and regulations.
