(a) The storage, collection and disposal of garbage and rubbish in a manufactured housing park shall be managed to avoid health hazards, rodent harborage, insect breeding areas, accident hazards, or air pollution. Garbage, rubbish and unlawful vehicles shall be stored and removed pursuant to the provisions in chapter 114 of this Code regarding garbage and refuse. The following additional provisions shall apply:

(1) If garbage or rubbish is stored in trash dumpsters, said dumpster(s) shall be located at convenient locations throughout the park and shall be surrounded by a six-foot high enclosure accessible by a gate.

(2) All garbage and rubbish shall be stored by the owner or occupant of all premises in an approved sealed garbage, rubbish or debris container. Paper bags, unless baled from a mechanical compactor, are expressly prohibited. The storage area shall be kept free of loose garbage, rubbish or debris, and shall be reasonably screened from adjacent streets or access roads. Screening may be in the form of fencing, landscaping or other opaque material.

(3) It shall be unlawful for any person to deposit any garbage, rubbish or debris container in any right-of-way or private access road, or within any front yard, or within any side yard on a corner lot abutting any access road, prior to 5:00 p.m. on the calendar day before the collection of garbage, rubbish and debris, or to leave a garbage, rubbish or debris container in any right-of-way or private access road, or within any front yard, or within any side yard on a corner lot abutting any access road, more than 12 hours after collection of the garbage and debris therefrom.

(b) All garbage and rubbish shall be collected as frequently as necessary to prevent it from overflowing the available containers.

(c) It shall be unlawful for any owner or occupant to place, deposit or maintain outdoor storage, as defined by section 90-1, on any premises or property. (Code 1979, § 24-10; Ord. No. 96-61, § 6, 12-16-1996)
