All units in a manufactured housing park shall be completely enclosed from the floor to the ground with skirting material approved by the City. Enclosures shall be vented by the installation of two openings not less than one square foot each, located at diagonal corners from each other and covered with a corrosion-resistant screen or grill having openings not less than one-quarter inch or more than one-half inch in any dimension. Access doors, with minimum dimensions of 18 inches by 24 inches, shall be installed in the skirting ahead of the front axle and behind the rear axle on opposite sides of the home. Skirting shall be securely attached between the manufactured home and the ground on all sides within 30 days of home installation. Skirting shall at all times remain securely attached between the manufactured home and the ground, and shall be maintained in a state of good condition, as evidenced by the absence of dents, holes, chipped or worn paint, and nonapproved skirting material.
