Each escort bureau licensee shall keep a complete set of books of account, service contracts, invoices, correspondence, and all other records necessary to show fully the business transactions of such licensee, all of which shall be open at all times during which the licensed premises is occupied or open for business for the inspection and examination of the director, the licensing administrator, or their duly authorized representatives.
