(a) Each escort bureau, escort, or escort bureau runner licensee shall be sent a renewal notice by the licensing administrator no less than 60 days prior to the expiration date of his or her license. As a prerequisite to the renewal of any such license, each licensee is required to file an application for renewal with the licensing administrator not less than 45 days prior to the date of expiration of the current license. Such application shall contain such information as is required by sections 86-29 and 86-404.

(b) Upon motion of the licensing administrator or upon complaint, the director shall cause a hearing to be held on the renewal application. No such hearing shall be held until notice thereof has been provided the applicant and, in the case of an escort bureau license, conspicuously posted on the licensed premises at least 10 days prior to the scheduled hearing date.

(c) Prior to any renewal hearing, the police department shall provide to the director a report detailing any violation of federal, state, or local law which has occurred on or in connection with the operation of the licensed premises within the previous 12-month period.

(d) In addition to the reasons set forth in section 86-45, the director may refuse to renew any escort bureau license if he or she finds that the licensee has conducted his or her licensed premises in a manner that adversely affects the health, safety, or welfare of the city and its residents.
