It shall be unlawful to park any vehicle on or within five feet of the traveled portion of any public street, highway, or alley or for any portion of such vehicle to be extended into the traveled portion of any public street, highway, or alley while the person operating such vehicle is in the process of delivering or loading hazardous materials, hazardous waste, or hazardous substances.
