(a) Appointments and composition. The city council shall appoint the members of the commission. The commission shall consist of 22 voting members; of the voting members, 16 members shall be ages 14 through 20; and six members shall be adults of an age of 21 and over. The composition of the commission shall represent school districts, private schools, and home school participation to the extent possible through the nomination process.

(b) Terms. The term of office of the members first appointed to the commission shall be ten members for two years and nine members for one year. Thereafter, all subsequent appointments shall be for two years.

(c) Qualifications. Commission members shall be residents of the City, except that any student currently enrolled in a secondary school within the City is qualified to be a member regardless of their city of residence.
