The purchasing manager shall have the authority to require chemical and physical tests of commodities or construction work to determine the quality and conformance with specifications pursuant to this article. The purchasing manager has the authority to order stop payment of purchase orders and invoices if work or commodities are found to be substandard or nonconforming to the statement of work or services in the contract. The purchasing manager shall immediately report that determination to the director of finance to have review and oversight of this determination. (Code 1979, § 2-193; Ord.
