It shall be unlawful for any person to fail to return any book or other materials belonging to the library, recreation and cultural services department after such book or other materials have been in the possession of such person for two days beyond the due date indicated in the material. The records of the library, recreation and cultural services department shall be admissible in any case and shall be prima facie proof that the person shown on the records of the library, recreation and cultural services department was the person who withdrew the book or other materials therefrom.
