It shall be unlawful for any person to remove or assist in the removal from the library, recreation and cultural services department any material belonging to the library, recreation and cultural services department, without having the material checked out in accordance with official procedures. Entry into any department facility or public property shall constitute consent for library, recreation and/or cultural staff to require the examination of anyone's handbags, knapsacks, briefcases, etc., to prevent unlawful removal of any library, recreation and cultural services department property.
