The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Director of public works means the director of public works or designee.

Immobilization means attaching a device to a vehicle wheel in order to prevent normal operation of the vehicle. Immobilization is often referred to as "booting."

Managed parking zone means any public parking space located either in the public right-of-way or in a facility owned, leased, licensed, or managed under agreement through the director of public works that either requires payment, a permit, or is otherwise lawfully posted with a time limit restriction or other restriction to the parking public.

Parking and mobility program means the division of public works administered by the director of public works as authorized by section 134-422.

Parking enforcement officer means any city employee or contractor that is authorized by the director of public works to enforce city code pursuant to this chapter.

Parking meter means any mechanical or electronic device used, placed, installed, or erected at or near the curb adjacent to the parking lane, or otherwise on property which is owned, leased, or operated by the City. A paid parking device includes, but is not limited to, single space meters, multi-space meters, pay by mobile phone applications, and pay stations.

Public parking facility means any parking lot, parking garage, or public rights-of-way that are owned, leased, licensed, or managed under agreement by the City. (Ord. No. 2016-34, § 16, 8-8-2016)
