The director of public works is hereby authorized to administer the parking and mobility program. Administration of the parking and mobility program includes:

(a) Establishing managed parking zones;

(b) Establishing and issuing parking permits;

(c) Charging for parking;

(d) Installing, leasing, constructing, maintaining, managing, operating, repairing, acquiring, owning, financing, and controlling new and existing parking facilities, structures, and parking pay devices;

(e) Planning, designing, and locating parking facilities and structures;

(f) Contracting with any suitable and qualified person, firm, or corporation for the construction, operation, enforcement, and/or maintenance of any public parking facility or structure as is found to be in the public interest;

(g) Enforcing parking violations connected with such managed parking permit zones, parking facilities and structures, paid parking zones, and other managed parking zones;

(h) Immobilizing and impounding vehicles pursuant to section 134-425 of this chapter;

(i) Establishing a parking fine schedule associated with parking violations;

(j) Promulgating rules and regulations to carry out authorized enforcement;

(k) Other necessary activities related to the administration, management, and enforcement of the parking mobility program within the City; and

(l) Creation, implementation, and enforcement of the shared mobility small devices license program by public works through rules and regulations. (Ord. No. 2019-20, § 1, 6-3-2019; Ord. No. 2016-34, § 16, 8-8-2016)
