Whenever a vehicle becomes stalled for any reason on any part of a snow emergency route upon which there is a parking prohibition in effect, the person operating such a vehicle shall take immediate action to have the vehicle towed or pushed off the roadway of such snow emergency route, either onto the first secondary street or onto the nonroadway portion of the public right-of-way. No person shall abandon or leave his or her vehicle in the roadway of a snow emergency route, except for the purpose of immediately securing assistance from a garage, gasoline station, telephone facility or other place of assistance.
