(a) The city council recognizes that, in light of the recent economic downturn, it is incumbent upon the City to implement temporary measures to stimulate the creation of jobs within the City. The city council further recognizes that these jobs should be filled by well-paid, trained, and educated workers. Accordingly, it is the intent of the city council to provide incentives to those businesses willing to create jobs with salaries that are at or higher than $35,000.00 per year and to provide educational opportunities to their new employees through a qualified school-to career program.

(b) The city council finds and declares that the health, safety, and welfare of the people of the city are dependent upon the creation of jobs by both new and existing businesses; that, during the current economic downturn, incentives may be necessary in order to encourage job growth; that providing incentives for the creation of new jobs will stimulate economic development in the City; and that the public purpose to be served by providing incentives outweighs any individual interests incidentally served thereby.
