(a) It shall be unlawful for any person to knowingly or willfully make or file with a peace officer or the police department, a false, misleading, or unfounded statement or report concerning the commission or alleged commission of a crime.

(b) It shall be unlawful for any person to make a telephone call or cause a telephone call to be made to the City 911 emergency telephone number when such person makes the call with the intent to obstruct or interfere with the operation of the 911 emergency telephone system or to annoy or harass any person operating the 911 emergency telephone system.
