The purpose of this division is to provide minimum standards to safeguard life or limb, property and public welfare by regulating and controlling the public safety requirements, the design, construction and quality of materials for anchorage systems and the building service connections which are necessary to provide for the installation of manufactured homes certified under the National Manufactured Home Construction and Safety Standards Act of 1974 (42 USC 5401 et seq.), as amended, or the Standard for Mobile Homes of the American National Standards Committee on Mobile Homes and Recreational Vehicles, 1971 edition, on nonowned (rental) lots where permitted within this jurisdiction by other provisions of this Code.
