(a) Application and biennial license fees for general business licenses and seasonal business licenses shall be established by the director in accordance with the provisions of section 2-587 of this Code.

(b) No fees shall be assessed under this section for temporary retail business licenses.

(c) No license fee shall be assessed under this section to any of the following persons:

(1) Contractors and contracting supervisors licensed or certified under the provisions of chapter 22, article III;

(2) Tree trimmers licensed under the provisions of chapter 26, article X;

(3) Contractors working in the public right-of-way licensed under the provisions of chapter 126, article V; and

(4) Persons who possess a valid class 1 or class 2 special business license issued under articles IV and V of this chapter.

(d) Charitable organizations, as defined in section 130-32, the United States and the State of Colorado, their departments, agencies and political subdivisions, and homeowners' associations are required to obtain general or seasonal business licenses if engaged in a general business or a seasonal business within the City, but are exempt from paying application and license fees hereunder.
