(a) If, after investigation, the licensing administrator finds, in addition to the findings required by section 86-35, that:

(1) The individual applicant, or each of the individual officers, directors, managers, partners, members, and/or principal owners of the applicant are of good moral character;

(2) The applicant's business manager has been issued a pawnbroker's manager license; and

(3) The applicant has furnished a good and sufficient bond with at least two sureties, or a corporate surety authorized to do business in this state, in the sum of $1,000.00, conditioned upon the faithful observance of all the provisions of this division relating to the operation of a pawnbroker business, and for the safekeeping and return of all pledged property held by said applicant,

then he or she shall, within 30 days following receipt of the license application, issue a pawnbroker license to the applicant for use at the location identified in the license application as the situs of the business.

(b) If, after investigation, the licensing administrator finds, in addition to the findings required by section 86-35, that the applicant is of good moral character, then he or she shall, within 30 days following receipt of the license application, issue a pawnbroker manager's license to the applicant.
