(a) If the provisions of this chapter pertaining to a particular license grant the authority to enforce such provisions or any rules and regulations promulgated pursuant thereto to any officer, agent, or employee of the city other than the licensing administrator, and if such officer, agency, agent, or employee shall find that the licensee, or any officer, agent, or employee thereof, has committed a violation of any provision of this chapter pertaining to such license, or any rule or regulation promulgated pursuant thereto, such officer, agent, or employee shall forthwith certify to the director a written statement particularizing such violation, and the director shall thereupon initiate proceedings for the suspension or revocation of the license.

(b) In the event of such proceedings, the director may, in his or her discretion, designate such other officer, agent, or employee to sit as hearing officer for the purpose of conducting the hearing. Such officer, agent, or employee shall make recommendations concerning the ultimate disposition of the matter, but no action shall be taken with regard to the license except by the director, and then only after the director reviews such recommendation as well as the record of the proceedings.
