(a) If, after investigation, the licensing administrator finds that:

(1) All conditions imposed upon the applicant by this chapter as prerequisites to the issuance of the particular license sought have been met;

(2) The license application has been completed in full and the required application and license fees and late charges, if any, have been paid;

(3) The applicant is not overdue on his or her payment to the City of any taxes, fines, or penalties assessed against or imposed upon such applicant in relation to the business for which the license is sought; and

(4) The license application contains no fraudulent, misrepresented, or false statement of a material or relevant fact,

Then he or she shall, within 20 days following receipt of the license application, or such other time as is specified by the provisions of this chapter relating to the particular license sought, issue such license to the applicant for use at the location identified in the license application as the situs of the business.

(b) In order for a general or special business license to issue to any applicant located within the city under articles III, IV, or V of this chapter, the licensing administrator must find, in addition to the findings required by subsection (a) of this section, that:

(1) The use or uses proposed for the location identified in the application as the situs of the business conform to the zoning requirements set forth in chapter 146; and

(2) The building or structure within which the business is located conforms to the requirements set forth in the International Building Code as amended by chapter 22.

(c) In the event that the licensing administrator determines or learns at any time that the applicant has improperly completed the license application, he or she shall promptly notify the applicant of such fact and allow the applicant ten days to properly complete the application. The time period for granting or denying a license shall be stayed during the period in which the applicant is allowed an opportunity to properly complete the application.

(d) Upon the expiration of the 20 days, or such other time as is specified by the provisions of this chapter relating to the issuance of the particular license sought, the applicant shall be licensed to begin operating his or her business unless and until the licensing administrator notifies the applicant of the denial or deferral of the license application in accordance with the provisions of section 86-36.
