Except as otherwise indicated by the context, the following words and phrases shall have the following meanings for purposes of this division:

Christmas tree retailer means any person in the business of selling Christmas trees at retail from an outdoor location.

Temporary Christmas tree retailer means any Christmas tree retailer who, at the time of filing an application for a Christmas tree sale license, does not possess a city retail sellers' license issued for a retail business operating on a permanent, as opposed to seasonal, basis.
