When, in the opinion of the chief of police or his or her authorized representative, a nuisance exists which is an imminent hazard as to any building, structure or property, at times other than when courts are in session, he or she may order the property evacuated. He or she shall evidence such action by posting the property with a placard. Such action shall be considered as temporary until the next time court is in session, at which time the chief shall initiate permanent action in accordance with the terms of this chapter.
