(a) The local licensing authority shall cause to be posted and published public notice of the hearing to be held on the application for a license pursuant to state statutes governing alcohol beverages and the regulations promulgated thereunder.

(b) It shall be the responsibility of the applicant to provide notice of the public hearing to the following persons at least 10 days prior to the date of the hearing:

(1) The president or representative of any and all neighborhood organizations registered with the planning department which exist within any part of the relevant neighborhood to be considered by the local licensing authority.

(2) The principal or representative of any school located in the relevant neighborhood.

(c) The applicant shall have the burden of proving that notice as required by subsection (b) of this section has been provided. The applicant shall tender to the local licensing authority the "return receipt fee" certificates provided by the United States Postal Service. Notice shall be provided on such forms as are prescribed by the local licensing authority. Such notice shall provide a brief description of the rules and procedures to be followed by the local licensing authority at the public hearing regarding the presentation of evidence.
