If, through any summons and complaint, court notice or any other legal process, it appears that an individual is required to appear in the municipal court on a holiday, weekend day, or other date on which the court is closed, such date shall be treated as requiring an appearance on the next date upon which the court is open. If the municipal court is temporarily closed by order of the court administrator for public safety reasons, weather, loss of utilities, or any other emergency, those persons who would have otherwise been required to appear in court during the time of the temporary closure shall nevertheless appear on the next date upon which the court is open.
