A member of the police department shall be empowered to issue a summons and complaint to a child for any violation of this Code. If in the opinion of the officer the issuance of a summons and complaint is not adequate to ensure that a child will answer charges under this Code and the officer finds it necessary to take the child into custody, the arrest and detention of the child shall conform to applicable state statutes.
