(a) Public utility companies. Public utility companies shall not be required to obtain the licenses or certificates described in this article when engaged in the installation, operation and maintenance of their equipment used for the production, generation or distribution of the utility product or service through the facilities owned or operated by the utility company to the point of customer service.

(b) Homeowner contractor license exemption. A homeowner of up to three single-family detached structures shall not be required to obtain the licenses or certificates described in this article to build, construct, alter, repair, add to or wreck a detached group R, division 3, or a group U occupancy, as defined by the IRC as adopted in section 22-181 of this Code provided:

(1) Time limitation. The owner constructs no more than one group R, division 3 occupancy in any three-year period measured from the date construction begins; however, if the building suffers total or partial destruction by accident, by act of God, by act of insurrection, terrorism, riot or war, this shall be applied to allow another three-year time period measured from the date reconstruction of the destroyed or partially destroyed building begins.

(2) Permit required. Building construction, alteration, repair, addition or wrecking by the owner shall be subject to the permit requirements of this chapter.

(c) Journeymen, apprentices, trainees in employ of licensees. A person who is a journeyman, apprentice or trainee, as defined by custom or law, who is in the employ of a licensee and who performs work for such licensee of a kind permitted under the license shall not be required to obtain the license required for such work, provided that the work is performed under the supervision of a certified supervisor as required by this article. All other employees of licensees who perform such work shall obtain a license as required in this article or be prohibited from performing such work. (Ord. No. 2016-25, § 6, 7-11-2016; Ord.
