Appointments to the citizen's advisory budget committee shall be made by the council, with each councilmember entitled to make two appointments. Upon the election of new councilmembers in the general election, the new members shall make their appointments before January 1. If a councilmember is appointed or elected other than at the time of the general election, the new councilmember shall make his or her appointments within 60 days of taking office. (Code 1979, § 8-91)
