All fees and costs authorized by this chapter shall be established by the manager of the Aurora animal services division in accordance with the provisions of section 2-587. The manager of the Aurora animal services division may, in the manager's sole discretion, waive any and all fees and costs, except restitution ordered by the court, in whole or in part, where the payment of such fees is a demonstrated financial hardship or the waiver is otherwise in the public interest.
