(a) Generally. In addition to any other penalty provided for violation of any section of this chapter, the animal protection officer or authorized representative is authorized to remove and impound any horse, cow or other livestock found running at large in violation of section 14-131, and the animal protection officer shall impound and keep such animal in a suitable place for disposition as provided in this section and the animal protection officer shall, as soon as practicable, contact the state brand inspector's office to determine the ownership of the animal.

(b) Fees, costs, and expenses. After impounding and before any horse, cow or other livestock is released to the owner all fees and costs of impoundment, boarding and veterinary care shall be paid by the owner to the party that incurred the fee or cost.
