(a) If any motor vehicle is found parked, standing, or stopped in violation of the parking ordinances or rules promulgated by the City, the vehicle may be affixed with a citation issued by a member of the police department, or a parking enforcement officer designated by the director of public works, for the appropriate parking violation. The citing officer shall note the vehicle's registration number or VIN number and any other information concerning the vehicle which will identify it and, if the driver is not present, shall conspicuously affix to the motor vehicle a notice of the parking violation.

(b) Any person cited by a member of police department, or parking enforcement officer authorized by the director of public works, for a violation of this chapter who believes that such citation has been issued in error shall have the right to contest the validity of the citation by submitting the dispute for consideration by the Aurora parking and traffic bureau, as established in this article.
