(a) Occupants in a motor vehicle driven by a person under 18 years of age shall be properly restrained or wear seatbelts as required in Section 236 and 237 of the Model Traffic Code, as adopted by the City.

(b) No more than one passenger shall occupy the front seat of any motor vehicle driven by a person under 18 years of age, and the number of the passengers in the back seat of such vehicle shall not exceed the number of seatbelts.

(c) Any violation of this section is a traffic infraction.

(d) The provisions of this law shall not apply to persons with a physically disabling condition whose physical disability would prevent appropriate restraint in safety belts provided, however, such condition is duly certified by a physician who shall state the nature of the conditions, as well as the reason such restraint is inappropriate.

(e) The provisions of this law shall not apply to passenger cars built prior to December 31, 1967, and possessing no safety belts.

(f) The provisions of this law shall not apply to passenger vehicles which are not required to be equipped with safety belts under federal law. (Ord. No. 2014-15, § 1, 6-2-2014; Ord. No. 2013-30, § 1, 9-9-2013)
