(a) It shall be unlawful for any person to block any public sidewalk by obstructing the sidewalk so that it becomes necessary for a pedestrian to leave the public sidewalk and walk on adjacent property or on the street.

(b) No persons shall congregate on any public sidewalk or any part of a public street or street corner so as to obstruct the sidewalk or street or inhibit the free flow of pedestrian traffic.

(c) This section shall not be interpreted as prohibiting any person from stopping on any public sidewalk to talk or to make a speech, provided that such person shall not stand in such a location that it is impossible for any pedestrian to travel along the public sidewalk without leaving the public sidewalk and walking on adjacent property or on the street. If two or more persons are engaged in talking while stopped on a public sidewalk, they shall not stand in such locations as to completely prevent any pedestrian from passing them on the public sidewalk.
