The director of public works, acting by and through the appropriate city employees, shall have authority, from time to time, to designate or cause to be designated, by conspicuous and appropriately posted signs, certain streets upon which parking is temporarily prohibited during street cleaning and sweeping operations or during repair or maintenance operations. When such temporary signs are so posted upon any street or portion thereof, the parking or standing of vehicles thereupon shall be deemed prohibited in accordance with the terms thereof, notwithstanding other permanently affixed notices or signs. Such temporary signs shall be posted prior to 3:00 p.m. five days before the cleaning, sweeping operations, or the repair or maintenance operations commence, and the signs shall contain a warning that vehicles violating this restriction shall be towed. Parking shall be restricted for only such time as is necessary to complete the cleaning and sweeping operations or the repair or maintenance operations in the immediate area. It shall be unlawful to park or stand a vehicle upon any street or portion thereof designated in accordance with this section in violation of the parking restriction set forth in such temporary signs.
