(a) It shall be unlawful to any person to operate an off-highway vehicle, except by sitting astride of a permanent seat attached thereto.

(b) It shall be unlawful to operate an off-highway vehicle with persons thereon, other than the number of persons for which the vehicle and seat are designed to carry.

(c) It shall be unlawful to operate any motor vehicle or motorcycle, which has an engine with a combustion area in excess of 125 cubic centimeters, as designated by the manufacturer of the vehicle or motorcycle, in a designated off-highway vehicle area.
