Whenever the director of public works finds and so determines that weather conditions will make it necessary that motor vehicle traffic be expedited and that parking on all snow emergency routes be prohibited for snow plowing and other purposes, the director shall request the city manager or his or her designated representative to put into effect a parking prohibition upon all snow emergency routes. The director making the determination shall do so either upon the basis of falling snow, sleet or freezing rain or upon the basis of a forecast by the United States weather bureau or other weather service that snow, sleet, or freezing rain is expected. Once in effect, a parking prohibition shall remain in effect until terminated by announcement by the city manager. No person shall park or allow to remain parked any vehicle on any portion of a snow emergency route to which such prohibition applies. Nothing in this section shall be construed to permit parking in violation of any other provision of this Code relating to the regulation of parking, stopping or standing during normal weather conditions.
