The owners of underground facilities shall have the authority to trim foliage which is situated upon or is overhanging on city streets, other city property, or rights-of-way, so as to prevent such foliage from coming in contact with or blocking access to underground facilities. Notification of the proposed clearing and trimming operations by owners shall be in accordance with the Roadway Design and Construction Specifications Manual, as amended and adopted.
