The following words, terms and phrases when used in this article shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Arts district means the arts district in original Downtown Aurora which is bounded by Clinton Street on the west, Geneva Street on the east, 14th Avenue on the south and 16th Avenue on the north.

Division means the urban renewal division of the City of Aurora Development Services Department.

Manager means the manager of the urban renewal division or the manager's designee.

Newsrack means any self-service or coin operated box, container, storage unit, distribution bin, rack or other dispenser installed, used or maintained for the display, sale or distribution of any newspaper, news periodical, magazine, flyer, or any other publication.

Permittee means any person or entity who has obtained a permit from the City of Aurora to use a city-owned newsrack in the arts district in compliance with this article.

Public property means any highway, street, alley, walk, sidewalk, parking lot, building, park or any other property or place which is owned, leased or otherwise controlled by the City. (Ord. No. 2007-68, § 1, 10-29-2007)
