All construction performed in the public right-of-way within the City, with the exception of single-family residential service walks and driveways which shall comply with the applicable provisions of the building code, shall be in strict conformity with the rules, regulations, and standards and specifications as prescribed by the director of public works, both as to materials and workmanship, and shall in all particulars comply with the standards and requirements of the City, under the supervision and approval of the director of public works or his or her designated representatives.
