(a) It shall be unlawful for any person to engage in the activity of swimming in any portion of the Highline Canal.

(b) It shall be unlawful for any person to operate, use or engage in the use or activity of paddle boats, tubes, tubing, power boats and nonmotorized boats, rafts or ice skating on any portion of the Highline Canal or Highline Canal right-of-way, except on those special times and at those locations to be designated by the director of parks and open space.
