(a) The hearing officer shall produce a concise written report for presentation to the council at least seven days prior to the scheduled agenda date for final passage of the ordinance. The report shall include an accurate summary of the evidence received at the hearing, a recommendation as to the final passage of the ordinance, and a statement of the findings upon which the recommendation is being made.

(b) Any report regarding the assessment of property within a special improvement district shall also include a recommendation as to the amount of the assessment, a particular finding with regard to special benefit, and, if the recommendation is to reduce the assessment, a statement of the reasoning for such recommendation. The recommended assessment shall include all project costs properly assessable to the property, including, without limitation, capitalized interest, administrative costs, and, if applicable, bond issuance fees. Interest shall accrue on contested assessments in the same manner and over the same period of time as on all other assessments within the special improvement district. (Code 1979, § 34-173; Ord.
