Notwithstanding any provision in state law to the contrary, section 11-22 of the Charter provides that the city council shall have the final decision regarding the creation of any special improvement district within the city and the assessment of property therein. Accordingly, to the extent that section 31-25-503(1)(d), C.R.S., allows the owners of property within a special improvement district initiated by resolution of the city council to prevent the council from proceeding with said district, it is hereby superseded by this section.
