All moneys withheld from the "new hire" members hired after April 7, 1978, of the police department as a result of a suspension, other than a suspension pending disposition of criminal proceedings, for any breach of discipline, misconduct, or violation of the rules and regulations for the department shall be paid to the trustee of the amended and restated money purchase pension plan and trust agreement of the police department, as amended (referred to in this article as the "plan"), for the sole purpose of assisting in the payment of those costs and expenses described in section 10.05 of the plan, and debited from the payroll of the department for that purpose. All fines imposed upon the "new hire" members of the police department by way of the discipline and collectible from pay or salary shall likewise be paid to the trustee of the plan for the sole purpose of assisting in the payment of those costs and expenses described in section 10.05 of the plan. The amount of any suspension or fine imposed and paid under this section shall not be included in the base salary or compensation of the employee who was suspended or fined and, therefore, neither the city nor such employee shall be required under the plan to make any employer or picked up employee contribution to the plan on the amount of such suspension or fine.
