To perform the duties during a temporary absence or disability, the city manager shall designate by letter filed with the city clerk, a qualified administrative city employee. In event of failure of the city manager to make such a designation, the council may by resolution appoint a qualified administrative city employee to perform the duties of the city manager until the city manager returns or the disability ceases.
