A public hearing on the proposed budget shall be held by the council on a date prior to October 15th. Notice of the time and place of such hearing shall be published one time at least five days prior to the hearing, and copies of the proposed budget shall be made available for use of the public.

After conclusion of such public hearing, the council may insert new items of expenditure or may increase, decrease or strike out items of expenditure, except that no item budgeted for debt service shall be reduced. If council decreases the total proposed expenditures, such decrease shall be reflected in the full proposed revenue. If council shall increase the total proposed expenditures, such increase shall be reflected in the tax levy or by appropriate changes in other revenues. (Ord. No. 87-202, § 43, 11-3-1987)
