The city manager may at any time transfer any unencumbered appropriation balance or portion thereof from one classification of expenditure to another within the same department, office or agency. The council may by resolution transfer any unencumbered appropriation balance or portion thereof from one department, office or agency to another. The council may also by resolution transfer any excess earnings of any municipality owned utility to the general fund of the city.
