Subject to the supervision and control of the city manager in all matters, the director of finance shall keep and supervise all accounts and have custody of all public monies of the city; collect all revenues and receipts; and perform such other duties pertaining to such department as are in this charter specified, or may be by ordinance required, or assigned by the city manager.
