Amendments to the Charter shall be proposed and adopted in accordance with the Constitution of the State of Colorado, except as modified by city Code. Nothing herein contained shall be construed as preventing the submission to the people of more than one Charter amendment at any one election. If there is any conflict or inconsistency between amendments voted upon at the same election, and more than one be adopted, then the amendment receiving the largest number of votes shall prevail.
