The City shall have all powers which are necessary, requisite or proper for the government and administration of its local and municipal matters, and all powers which are granted to home rules [rule] cities by the Constitution of the State of Colorado. This Charter shall be construed as a limitation on those powers and not as a grant of power, and the enumeration herein of certain powers shall not be construed to deny to the city and the people thereof any right or power granted to them by the Constitution of the State of Colorado.
