If Table 146-5.2-1 (Summary Table of Procedures) authorizes the Planning Director to make a decision, and the Director determines that the application is unusually complex or raises potentially unique or serious impacts on the City or the surrounding neighborhoods, the Director may, at their discretion, refer the decision to the Planning and Zoning Commission for decision pursuant to the same criteria that the Director would have been required to apply to that decision.
